Betfair live bets

I was wondering why you can sometimes bet till the end of a match on betfair and sometimes bets are suspended as the match begin

because betfair must have live coverage as well. If they dont have tv coverage, then the match won't be in play.
They must suspend the match when there is a goal (to cancel all unsettled bets at that time) when there will be a penalty

You can see whether a match will be in play or not at the tab: "Rules"
